Fix ERR CONNECTION RESET while debugging ASP.NET site in VisualStudio

• 1 Start elevated cmd.exe and run:
  
• 2 C:\Program Files (x86)\IIS Express\IisExpressAdminCmd.exe setupsslUrl -url:https://localhost:{PortNumber}/ -UseSelfSigned
  
• N Replace {PortNumber} with correct port number
