Fix keyboard repeat delay / blink speed settings in Windows 10 hidden

• 1 To display the original NT 'Keyboard properties' dialog, run once in the console (cmd.exe):
  
• 2 main.cpl @1
  
• N Keyboard repeat delay was set to fastest by default, causing multiple chars written at once when started in virtualized environment. This magic trick will bring up this now 'hidden' keyboard properties.
